2025 State Test Score Results Data Series
Welcome! This newsletter is published by the Education Data Center and is designed to provide updates on 2025 state assessment data. We’re sharing high-level insights on ELA and math state summative assessment outcomes for students in grades 3-8. You can expect to find the following for each state:
Overall ELA and math achievement trends;
ELA and math results disaggregated by achievement level;
Maps of ELA and math results by district or county in 2025;
Top-performing school districts in ELA and math in 2025; and
ELA and math results by race/ethnicity in 2025.
We have included additional information about the state assessment at the end of this post, for reference. All available 2025 assessment data will be published by the EDC in mid-December.
Trends Over Time
This past Thursday, the New York State Department of Education released the 2025 state summative test results. This reflects the third year of comparable results for New York, as the state established a new baseline assessment in 2023 aligned to the New York State Next Generation Learning Standards for ELA and mathematics.
Prior to 2023, the state experienced two years of COVID-related disruptions to assessments, with no assessment in 2020 (as with all states), followed by low participation in 2021. In the figures below, we include information about proficiency outcomes between 2018-2025 for context, with the caveat that only 2023-2025 are currently comparable. We cannot use the state assessment to examine changes relative to pre-pandemic outcomes.
Overall, students in grades 3-8 demonstrated improvement in both ELA and math in 2025 relative to 2024. The New York State Education Department shared the following with regard to the recent assessment results:
“This year’s Grades 3–8 assessment results show meaningful signs of improvement, particularly in districts that have engaged deeply with NYSED’s professional learning resources and instructional supports. Early literacy training, statewide literacy briefs, the curriculum review guide, and expanded professional development have all strengthened classroom instruction. Districts that implemented high-quality, evidence-based instructional materials and invested in sustained professional development demonstrated notable gains, underscoring that when teachers have the necessary supports, students thrive.”
ELA: Approximately 53.2% of students in grades 3-8 reached proficiency in 2025, rising above 46.3% in 2024.
Math: Approximately 55.1% of students reached proficiency in 2025, above 52.3% in 2024. This does not include students in grade 8 who participated in the Regents exam.
