Welcome! This newsletter is published by the Education Data Center and is designed to provide updates on 2025 state assessment data. We’re sharing high-level insights on ELA and math state summative assessment outcomes for students in grades 3-8. You can expect to find the following for each state:
Overall ELA and math achievement trends;
ELA and math results disaggregated by achievement level;
Maps of ELA and math results by district or county in 2025;
Top-performing school districts in ELA and math in 2025; and
ELA and math results by race/ethnicity in 2025.

Trends Over Time
Last week, the North Dakota Department of Public Instruction (NDDPI) announced the release of results from the state’s new assessment, the North Dakota Academic Progression of Learning and Understanding of Students, or ND A-PLUS (ND A+). The 2025 ND A+ Summative test was aligned for the first time to the 2023 North Dakota ELA and Mathematics content standards, and the state established new cut scores.
As a result, outcomes in 2025 are not directly comparable to prior years for either ELA or math; trends are included here for context on trends over time. The new cut scores place math achievement above ELA, in contrast to prior years with the NDSA assessment.
Overall, in 2025:
ELA: Approximately 40% of students in grades 3-8 reached proficiency, setting a new baseline.
Math: Approximately 45% of students in grades 3-8 reached proficiency, setting a new baseline.
Through 2024, North Dakota had demonstrated three years of small gains in both ELA and math, not yet reaching the state’s pre-pandemic proficiency levels in either subject.
