Welcome! This newsletter is published by the Education Data Center and is designed to provide updates on 2025 state assessment data. We’re sharing high-level insights on ELA and math state summative assessment outcomes for students in grades 3-8. You can expect to find the following for each state:
Overall ELA and math achievement trends;
ELA and math results disaggregated by achievement level;
Maps of ELA and math results by district in 2025;
Top-performing school districts in ELA and math in 2025; and
ELA and math results by race/ethnicity in 2025.
We have included additional information about the state assessment at the end of this post, for reference. All available 2025 assessment data will be published by the EDC in mid-December.
Trends Over Time
This fall, the Oklahoma State Board of Education released the 2025 state summative test results from the Oklahoma State Testing Program (OSTP). Notably, in 2024, Oklahoma adopted new cut scores for the ELA and math assessments (in other words, the state changed the criteria used for defining proficiency), sparking concerns about a lack of transparency in the process and how to interpret the results.
To address these concerns, Oklahoma shifted the 2025 assessment cut scores back to those used in 2023. As the state explains, this decision was made at least in part “to close the ‘honesty gap’ created by the 2024 cut scores, which made scores appear higher without reflecting true readiness,” and that “because the same cut scores were used in both 2023 and 2025, scores can be directly compared.” Therefore, in the figures below, we include the 2024 results for reference only, as this reflects a different assessment.
Overall, in 2025, ELA and math proficiency rates for students in grades 3-8 were largely comparable to 2023, with a small rise in math and a small dip in ELA. Neither subject has yet reached pre-pandemic levels of proficiency.
ELA: Approximately 24.3% of students in grades 3-8 reached proficiency in 2025, compared to 24.4% in 2023.
Math: Approximately 26.4% of students reached proficiency in 2025, compared to 26.2% in 2023.
