This newsletter is published by the Education Data Center and is designed to provide updates on 2025 state assessment data. As our readers know, we shared high-level insights on ELA and math state summative assessment outcomes for students in grades 3-8 throughout this past fall.
Today’s update is about Vermont - the final state to publish full 2025 assessment results. Vermont released a PDF overview of preliminary state-level results in October, and updated the assessment dashboard with final state, district, and school-level this week.
Trends Over Time
On Wednesday (February 18), the Vermont Agency of Education (AOE) released the full 2025 state summative test results from the Vermont Comprehensive Assessment Program (VTCAP). This is the final state to publish full results from the 2025 spring assessment cycle, and the third year that the state has published full results in February.
Vermont administered the VTCAP for the first time in 2023, after transitioning away from the Smarter Balanced assessment; as such, we cannot compare to pre-pandemic results. In 2024, the state’s second year of this assessment, scores for students in grades 3-8 dropped in both ELA and math. This year, however, students made gains in ELA above both 2023 and 2024, largely driven by gains in Grades 4 and 5. Math demonstrated some gains this year relative to 2024, but did not reach 2023 levels.
ELA: Approximately 56.1% of students in grades 3-8 reached proficiency in 2025, rising above 52.9% in 2024.
Math: Approximately 38.6% of students reached proficiency in 2025, above 37% in 2024.
We found that Vermont’s state-level results included more suppression than we typically see for state assessment results. As a result, our figures below are more limited than we generally are able to present, especially for results disaggregated by race/ethnicity.
